関係副詞の where は、場所・状況・立場などを表す語を先行詞にとります。制限用法とは関係代名詞の前にコンマがつかないパターンで、修飾する先行詞を明確にする働きをします。先行詞が the place の場合などは先行詞を省略して where のみで「～する場所」となることもあります。
