「scarcely ～ before(when) …」は「～するかしないうちに…」という意味で使います。過去のことを述べる場合、ふつう ～ の部分に過去完了形が、… の部分に過去形がきます。"scarcely"が文頭にくると、主語と動詞は倒置されます。
